If you bought an iPhone 13 in the fall of 2021, you're now holding a phone that has lived through five major iOS releases and is about to receive a sixth when iOS 27 ships this September. The natural next question — the one that decides whether you upgrade your phone in 2027 or ride it another year — is whether iOS 28 will land on it too. We can't give you certainty, because Apple never publishes a support roadmap. What we can give you is the same analysis we'd use for our own money, and it points firmly in one direction.
The strongest argument: the A15 Bionic is everywhere
Device support decisions at Apple are really chip support decisions. When Apple drops a phone from an iOS release, it almost always drops every device built on the same silicon at the same time, because the engineering cost of supporting a chip is paid once and amortized across every model that uses it.
That's what makes the iPhone 13's position so strong. The A15 Bionic isn't one phone's chip — it's one of the most widely deployed processors Apple has ever shipped. It powers the iPhone 13, 13 mini, 13 Pro, and 13 Pro Max; the third-generation iPhone SE that sold into 2025; and, in a slightly higher-binned configuration, the iPhone 14 and iPhone 14 Plus. Cutting the A15 from iOS 28 wouldn't retire one aging model quietly. It would guillotine five-plus models simultaneously, including phones Apple was still selling new well into the mid-2020s.
Apple doesn't do cliffs like that. Look back through a decade of support lists and you'll find the cutoffs are almost always narrow — one chip generation trimmed from the bottom, affecting two or three models, most of them long out of stores. Dropping the A15 in 2027 would strand an enormous active install base, generate a wave of "Apple abandons the iPhone 14" headlines, and shorten the effective lifespan of an SE model that budget buyers purchased precisely because iPhones last. The incentives all run the other way.
The age math checks out
The iPhone 13 launched in September 2021. When Apple takes the stage at WWDC in June 2027, it will be about five years and nine months old, and it would turn six years old right as iOS 28 ships to the public that fall. That matters because Apple's modern support window for iPhones runs roughly six to seven years of major updates, with security patches continuing beyond that.
A phone getting its final major update at six years old isn't Apple being generous — it's Apple being ordinary. Under the recent pattern, the iPhone 13 receiving iOS 28 in 2027 would be a completely unremarkable outcome. The phone being excluded at five years and nine months would be the historical anomaly, and it would be an anomaly Apple chose while the same chip kept shipping updates to the iPhone 14 — which, as covered above, isn't how their cutoffs work.
What Apple's cutoff history actually shows
Here's the recent record, release by release. Notice how the trimmed devices cluster at five to six years old, and how Apple sometimes skips a year without cutting anything at all:

Two lessons jump out. First, no iPhone in recent memory has been cut before its fifth birthday, and six years is the more common retirement age. Second, Apple's cutoffs track chip generations, not marketing names — when the XR and XS went, they went together, because they share the A12. The iPhone 13 benefits from both patterns at once: it's the right age to survive, and its chip family is too broadly deployed to kill. The honest caveat: 4GB of RAM in an AI era
We'd be doing you a disservice if we stopped at the optimistic case. The iPhone 13 ships with 4GB of RAM, and RAM is the quiet constraint of the modern iOS era. On-device AI models are memory-hungry — it's the main reason Apple Intelligence launched with an 8GB floor — and each iOS release leans a little harder on background intelligence, indexing, and computational photography pipelines that all want memory.
Could Apple decide that 4GB is no longer enough for the baseline OS itself in 2027? It's not impossible. But it would break with everything above: the iPhone 11 ran current iOS with 4GB for six years, and Apple has historically solved the RAM problem by gating features rather than gating the update. The realistic risk for iPhone 13 owners isn't exclusion from iOS 28 — it's inclusion with an asterisk.
What iOS 28 on an iPhone 13 would actually look like
That asterisk deserves its own section, because "getting iOS 28" means something different on a 2021 phone than on a 2027 one.
- You'd get: the core operating system, whatever design language iOS 28 introduces, security architecture updates, new versions of Messages, Safari, Photos, and the rest of the built-in apps, and continued App Store compatibility — the things that keep a phone genuinely usable.
- You wouldn't get: Apple Intelligence. That feature set requires an iPhone 15 Pro or newer, and the bar hasn't moved down a single generation since it was set. For a lot of owners that trade is fine — a secure, current phone that skips the AI layer. But if the AI features are the reason you're excited about iOS 28, an iPhone 13 running it won't scratch that itch, and that's worth knowing before June.
Why the iPhone 12 is a different conversation
It's worth contrasting the iPhone 13's position with the phone one year behind it. The iPhone 12's A14 Bionic ships in far fewer active models, the phone turns seven during the iOS 28 cycle rather than six, and it sits right at the outer edge of Apple's historical window. If Apple trims anything from the bottom of the iOS 28 list, the A14 generation is where the knife falls, and the iPhone 13 is the phone standing safely behind it.
What iPhone 13 owners should actually do
Practically: nothing dramatic. If your iPhone 13 is healthy — battery above 80% capacity, storage not choking — there is no support-driven reason to replace it in 2026. It will run iOS 27 this fall, and the analysis above says it will very likely run iOS 28 after that. Upgrading now because you fear a cutoff would mean paying to solve a problem that probably doesn't exist.
The sensible triggers for replacing an iPhone 13 are the ordinary ones — a worn battery, a cracked screen not worth repairing, or a genuine want for Apple Intelligence, which no software update will ever bring to this phone. If the phone still does its job, let Apple's June 2027 keynote settle the question for free before you spend anything.
