"Does my iPhone support iOS 28?" used to be one question with one answer. Since 2024 it has quietly become two questions, and conflating them is the single most common mistake we see in compatibility discussions. Every major iOS release now carries two support lists: the set of iPhones that can install the operating system, and the smaller set of iPhones that can run its Apple Intelligence features. Those lists have never matched, they almost certainly won't match for iOS 28, and the gap between them is where most of the confusion — and most of the buying regret — lives.
This article maps both lines for iOS 28: where we expect each one to fall, model by model, why the AI line sits where it does, and the one genuinely open question that could move it. Everything here is a projection until Apple speaks at WWDC 2027; we'll flag the confidence level as we go.
How iOS grew a second compatibility list
The split dates to June 2024, when Apple announced Apple Intelligence alongside iOS 18. The operating system itself supported iPhones going back to the iPhone XR — a 2018 device. Apple Intelligence supported exactly two of them: the iPhone 15 Pro and 15 Pro Max. Even the standard iPhone 15, then Apple's current flagship and only nine months old, was excluded.
The cynical read at the time was that Apple drew the line to sell new phones. The technical read turned out to be the correct one. The 15 Pro was the first iPhone with 8GB of unified memory, paired with the A17 Pro's substantially faster Neural Engine. Every device Apple has added to the Apple Intelligence list since — the entire iPhone 16 family and everything after it — meets that same 8GB bar. No device below it has ever been added, despite two years of opportunity and plenty of customer pressure. That consistency tells you the constraint is real: this is a hardware line, not a marketing one.
So the pattern is now established. Each September, the OS list and the AI list both advance, but they advance separately, and the AI list trails by two hardware generations' worth of devices.
Where the two lines fall for iOS 28
For iOS 28 — projected to be announced at WWDC 2027, with the first beta expected June 7, 2027 — our expectation is straightforward:
- The OS line: iOS 28 should install on the iPhone 13 and newer. The iPhone 12 is genuinely uncertain — it's the most likely candidate to be dropped, and our full reasoning is on the supported devices page and in our dedicated iPhone 13 analysis.
- The AI line: Apple Intelligence features should continue to require the iPhone 15 Pro or newer. Apple has held this cutoff through iOS 18, iOS 26, and the iOS 27 beta cycle running right now, and nothing in the iOS 27 betas suggests it's about to loosen.
Put together, that means a large band of iPhones — the 15 and 15 Plus, the entire 14 series, the SE, and the 13 series — will likely install iOS 28 on day one and never see its headline AI features. Here's the model-by-model projection:

Note the shape of that table: the right-hand column is stricter than the middle one at every point, and the "No" entries are the higher-confidence calls. Apple has never retroactively granted Apple Intelligence to an excluded device, so "no AI on the iPhone 14" is about as safe as iOS predictions get. The middle column's soft spots are at the bottom, where the OS cutoff itself is the open question.
Why 8GB of RAM is the line
The reason the AI cutoff has been so immovable comes down to how on-device AI actually works. Apple Intelligence isn't a thin client calling a server for everything — a meaningful share of it runs locally, on a roughly 3-billion-parameter language model plus image and diffusion models. A model like that has to hold its weights in memory to respond quickly, and even in Apple's aggressively compressed form that claims well over a gigabyte of RAM — sustained, not momentarily — while the springboard, your foreground app, and everything else iOS keeps resident continue to need their share.
On a 6GB iPhone 14 Pro, keeping that model loaded would mean evicting apps constantly and reloading the model on every invocation — the kind of experience Apple ships nothing rather than ship badly. 8GB is the practical floor where the model can stay resident without making the rest of the phone feel worse. The Neural Engine matters too — the A17 Pro roughly doubled the throughput of its predecessor — but memory is the hard wall. Speed limits how fast a feature runs; RAM decides whether it runs at all.
The open question: next-generation Siri
Here is the part we genuinely can't call, and we want to label it clearly as speculation. iOS 28 is widely expected to lean further into the rebuilt, more agentic Siri that Apple has been rolling out in stages — the version tracked in our features roundup. If iOS 28's Siri work involves meaningfully larger on-device models, Apple faces a choice it hasn't had to make publicly yet: hold the iPhone 15 Pro line and route the heavy lifting through Private Cloud Compute, or introduce a third tier where the newest capabilities prefer newer chips with more memory and faster Neural Engines.
There is precedent for tiering in small ways — some visual features have shipped best on the latest hardware first — but no precedent for splitting Apple Intelligence itself into generations. We're not predicting it. We're saying the possibility is real, unresolved, and worth remembering when you read confident claims in either direction. Nobody outside Apple knows this one yet.
What non-AI iPhones still get
It's worth stating plainly, because the AI discourse drowns it out: most of iOS 28 will not be Apple Intelligence. If history holds, the bulk of the release — design refinements, updates to Messages, Photos, Maps, and CarPlay, new health capabilities, and a full year of security patches — ships to every supported device, iPhone 13 included. Owners of a 14 or a base 15 running iOS 26 today already know this experience: the phone gets the new look, the new apps, and the protection, and the AI features simply don't appear in Settings. Annoying if you wanted them; irrelevant if you didn't. An iPhone on the OS list but off the AI list is still getting a real update, not a hollow one.
The buying question, framed honestly
If you're deciding whether to upgrade for iOS 28, separate the two questions this article started with. "Will my phone support iOS 28?" and "will my phone support all of iOS 28?" now have different answers for tens of millions of devices, and which answer matters depends entirely on why you're upgrading. If the draw is the design and the core apps, an iPhone 15 or 14 will serve you fine through iOS 28's lifetime. If the draw is Apple Intelligence — and especially the Siri overhaul — then the 15 Pro is the absolute floor, and given the open question above, buying newer than the floor is the safer play. What we'd avoid in July 2026 is paying flagship money for an iPhone 15 or 14 because of iOS 28: you'd be buying into the half of the release that phone can't run.
